INTRODUCTION

The Malta Council for the Voluntary Sector (MCVS) is a public entity which aims to support voluntary organisations (VOs) and volunteers through provision of training, funding and volunteering programmes to support the development and capacity of the voluntary sector. As part of its commitment towards the voluntary sector, MCVS has launched the ProACT initiative.

The ProACT initiative aims to offer support to enrolled VOs in the form of free professional services from businesses, professionals and skilled individuals referred to hereafter as Service Providers, who decide to donate a number of hours of service as part of their corporate social responsibility (CSR). 

The ProACT initiative will be supporting VOs as well as the Service Providers with the bridging and matching of either party. Through this initiative, VOs will be able to access several free professional services as well as network with established or upcoming businesses and professionals. Service Providers can make a positive impact on society whilst having at their disposal free administrative and operational services to bridge them with VOs in need. In turn, MCVS will be rewarding the participating businesses and professional entities with the Community Star Label which is a recognised certificate awarded to entities which make a positive impact on society through their service. 

1. Participating entities/individuals, and services offered

The ProACT initiative is open to all entities and individuals which have the resources or ability to provide a professional service on a voluntary basis. MCVS would like to support the participation of:

  • High performing students & new graduates 
  • Skilled or qualified individuals (not represented by a business)
  • Small businesses and service providers
  • Large companies or corporate entities

VOs may request a vast range of services within all remits, including but not limited to the ones listed below:

2. Information for participating Voluntary Organisations

2.1 Receiving professional services as part of CSR opportunities

The ProACT initiative has been specifically created to provide VOs with professional services whilst alleviating them of the financial, logistical and administrative burdens pertaining to the organisation and acquisition of said services. This project will provide VOs with full administrative support  as well as give access to professional services free of charge.  

VOs participating in this project will also benefit as follows: 

  1. VOs will have access to high quality professional services free of charge. 
  2. Participating VOs will have the opportunity to collaborate with different entities and qualified professionals expanding their network of collaborators and corporate partners. 
  3. VOs will be alleviated from the organisational and administrative burden of recruitment and hiring of professionals of which service and support will be provided fully by MCVS.

2.2 Project implementation for Voluntary Organisations

  1. Participating VOs are to apply on https://volunteers.mt/voluntary-organisations/proact/ with their organisation details, description of services required and motivational statement for each service.

    The motivational statement should include satisfactory reasons as to why a particular service should be acquired through the ProACT initiative, free of charge. One should indicate in detail the financial, operational and administrative capacity of the VO and describe any limiting factors which hinder them from the acquisition of these services. MCVS evaluators will be taking into consideration the financial, operational and administrative capacity of a VO prior to approving a particular service as part of the initiative, ensuring that priority is given to VOs which have fewer opportunities to access professional services due to their capacity.   

  2. VOs can apply for a maximum of 5 services to be carried out by Service Providers over an indefinite period of years. Should a VO wish to request more services than the indicated number, the VO may express such interest, giving detailed satisfactory reasons for the request to be considered.

  3. Upon verification and approval of the application by MCVS evaluators, MCVS will be able to match the services requested by the VO to Service Providers taking part in the ProACT initiative. 
  4. A meeting will be held between the Service Providers, VO and MCVS to ensure that the service bridging is successful. 
  5. Lastly, a service agreement will be signed by all parties indicating the hours, services and timeframes committed to the VO/s. 
  6. Once partnership has been established and facilitated by MCVS, implementation of services will take place as identified on the service agreement.
