ProACT - Policies
Providers and Communities Together Where CSR and voluntary organisations meet
The following policies have been developed to ensure that all participants of the ProACT initiative align themselves with the values and protocols of the Malta Council for the Voluntary Sector (MCVS).
1. Who is The Malta Council for the Voluntary Sector?
The Malta Council for the Voluntary Sector is a public entity forming part of the Ministry for Inclusion and Voluntary Organisations (VOs).
Public representatives from different voluntary sectors, and a government representative form part of The Council, where they ensure that aims and objectives in aid of the voluntary sector are set and accomplished through the services and facilities offered by the entity.
2. The Malta Council for the Voluntary Sector - Mission Statement
To support the development of a more effective and efficient voluntary and community sector in Malta and Gozo through the delivery of a range of support and capacity building services including information, advice and training. We also aim to facilitate networking and partnership opportunities between VOs and other entities to harness a sense of collaboration and share practices amongst each other.
3. Values of MCVS throughout the project
MCVS is committed to the following:
- MCVS will adhere to the number of hours committed by the service provider. MCVS will not bridge VOs which require more hours of service than the number of hours being offered by the service provider.
- MCVS will be matching the service providers to act as professional volunteers undertaking CSR.
- Service providers are to be treated with respect and dignity when collaborating with the VO.
- MCVS will support the sharing of good practices amongst service providers and VOs.
- MCVS is committed to administrating this project fairly and in transparent ways, providing equal support to VOs and service providers.
4. The objectives and aims of the PROACT initiative are constituted as follows:
- To promote the collaboration of the private sector and voluntary sector;
- To aid VOs with professional services as part of CSR Opportunities;
- To meet the increasing needs of the voluntary sector through the provision of free services;
- To provide a platform where service providers can evolve and hone their professional skills;
- To provide corporate and social responsibility opportunities to service providers.
- To provide corporate voluntary opportunities to individuals.
5. Participant Service Providers and Professionals
The ProACT initiative is open to all entities and individuals who have the resources or ability to provide a professional service on a voluntary basis. MCVS would like to support the participation of:
- High performing students & new graduates
- Skilled or qualified individuals (not represented by a business)
- Small businesses and service providers
- Large companies or corporate entities

6. Additional details and processes
- MCVS seeks to engage service providers from a diverse range of backgrounds that reflects the makeup of the local community.
- Service providers (or representatives) wishing to participate in this initiative are asked to sit for an online meeting with MCVS to discuss expectations, limitations, and delivery of services.
- Service providers are asked to sit for a consultation with any VOs bridged to determine the services required by the VO and to verify whether collaborating with a particular organisation is viable.
- Service providers will be signing a contract of services determining the services, delivery timeframes and other clauses, each time a commitment is made with a VO under this initiative.
- MCVS officers will be the main point of contact for the service providers.
- Service providers will be expected to have an understanding and commitment to equal opportunities and diversity.
- Service providers shall take all necessary measures to prevent or end any situation that could compromise the impartial and objective performance of the services including respect to human rights and health and safety measures. Any conflict of interest or disruption of health and safety measures which could arise during performance of the services must be notified in writing to MCVS without delay;
- Service providers giving their service through MCVS are bound to confidentiality.
- Service providers are expected to dress appropriately when meeting VOs throughout the project.
